Motohashi's fourth moment identity for non-archimedean test functions and applications

Motohashi established an explicit identity between the fourth moment of the Riemann zeta function weighted by some test function and a spectral cubic moment of automorphic L-functions. By an entirely different method, we prove a generalization of this formula to a fourth moment of Dirichlet L-functions modulo q weighted by a non-archimedean test function. This establishes a new reciprocity formula. As an application, we obtain sharp upper bounds for the fourth moment twisted by the square of a Dirichlet polynomial of length q^{1/4}. An auxiliary result of independent interest is a sharp upper bound for a certain sixth moment for automorphic L-functions, which we also use to improve the best known subconvexity bounds for automorphic L-functions in the level aspect.

On the Random Wave Conjecture for Dihedral Maaß Forms

We prove two results on arithmetic quantum chaos for dihedral Maass forms, both of which are manifestations of Berry's random wave conjecture: Planck scale mass equidistribution and an asymptotic formula for the fourth moment. For level 11 forms, these results were previously known for Eisenstein series and conditionally on the generalised Lindelof hypothesis for Hecke-Maass eigenforms. A key aspect of the proofs is bounds for certain mixed moments of LL-functions that imply hybrid subconvexity.

Non-vanishing of Dirichlet L-functions in Galois orbits

A well known result of Iwaniec and Sarnak states that for at least one third of the primitive Dirichlet characters to a large modulus q, the associated L-functions do not vanish at the central point. When q is a large power of a fixed prime, we prove the same proportion already among the primitive characters of any given order. The set of primitive characters modulo q of a given order can be described as an orbit under the action of the Galois group of the corresponding cyclotomic field. We also prove a positive proportion of nonvanishing within substantially shorter orbits generated by intermediate Galois groups as soon as they are larger than roughly the square-root of the prime-power conductor.

Simultaneous nonvanishing of Dirichlet LL-functions and twists of Hecke-Maass L-functions

We prove that given a Hecke-Maass form ff for SL(2,Z)\text{SL}(2, \mathbb{Z}) and a sufficiently large prime qq, there exists a primitive Dirichlet character χχ of conductor qq such that the LL-values L(12,f⊗χ)L(\tfrac{1}{2}, f \otimes χ) and L(12,χ)L(\tfrac{1}{2}, χ) do not vanish. We expect the same method to work for any large integer qq.

Non-vanishing of the symmetric square LL-function at the central point

Using the mollifier method, we show that for a positive proportion of holomorphic Hecke eigenforms of level one and weight bounded by a large enough constant, the associated symmetric square LL-function does not vanish at the central point of its critical strip. We note that our proportion is the same as that found by other authors for other families of LL-functions also having symplectic symmetry type.
