Frascati 22 GeV Workshop Summary

This document summarizes the outcomes of the "Science at the Luminosity Frontier: Jefferson Lab at 22 GeV" workshop, held at the INFN Laboratori Nazionali di Frascati in December 2024. The primary goal of the workshop was to critically assess and refine the scientific case for a proposed energy upgrade of the Continuous Electron Beam Accelerator Facility (CEBAF) to 22 GeV. This document intends to capture the progress on developing the scientific case since the publication of a lengthy "White Paper" in summer 2024 signed by about 450 authors.

The Structure of the Nucleon: Elastic Electromagnetic Form Factors

Precise proton and neutron form factor measurements at Jefferson Lab, using spin observables, have recently made a significant contribution to the unraveling of the internal structure of the nucleon. Accurate experimental measurements of the nucleon form factors are a test-bed for understanding how the nucleon's static properties and dynamical behavior emerge from QCD, the theory of the strong interactions between quarks. There has been enormous theoretical progress, since the publication of the Jefferson Lab proton form factor ratio data, aiming at reevaluating the picture of the nucleon. We will review the experimental and theoretical developments in this field and discuss the outlook for the future.

Systematics of Exclusive B-decays

Systematic analysis of the high recoil decay channels of the B-meson, two body mesonic decay channels in particular. For decays involving D-mesons, all experimentally observed rates are in reasonable accord with our calculations. Noticeable corrections to heavy quark symmetry are found, appearing most prominently when comparing D and D* decay modes. Calculated branching ratios involving the CKM matrix element V_{ub} are all below experimental upper bounds, but not markedly so. Calculated decay rates into charmonium lie a bit on the low side. Where color-suppressed diagrams contribute, they are found to be also suppressed dynamically and explicit calculation shows that the color-suppressed diagrams are ignorable in B to D pi decays.
