Strong paucity in the Brüdern-Robert Diophantine system

Let $k$ be a natural number with $k\ge 2$, and let $\varepsilon>0$. We consider the number $V_k^*(P)$ of integral solutions of the system of simultaneous Diophantine equations \[ x_1^{2j-1}+\ldots +x_{k+1}^{2j-1}=y_1^{2j-1}+\ldots +y_{k+1}^{2j-1}\quad (1\le j\le k), \] with $1\le x_i,y_i\le P$ $(1\le i\le k+1)$. Writing $L_k^*(P)$ for the number of diagonal solutions with $\{x_1,\ldots ,x_{k+1}\}=\{y_1,\ldots ,y_{k+1}\}$, so that $L_k^*(P)\sim (k+1)!P^{k+1}$, we prove that \[ V_k^*(P)-L_k^*(P)\ll P^{\sqrt{8k+9}-1+\varepsilon}. \] This establishes a strong paucity result improving on earlier work of Brüdern and Robert.

Subconvexity and the Hilbert-Kamke Problem

When $s\ge k\ge 3$ and $n_1,\ldots ,n_k$ are large natural numbers, denote by $A_{s,k}(\mathbf n)$ the number of solutions in non-negative integers $\mathbf x$ to the system \[ x_1^j+\ldots +x_s^j=n_j\quad (1\le j\le k). \] Under appropriate local solubility conditions on $\mathbf n$, we obtain an asymptotic formula for $A_{s,k}(\mathbf n)$ when $s\ge k(k+1)$. This establishes a local-global principle in the Hilbert-Kamke problem at the convexity barrier. Our arguments involve minor arc estimates going beyond square-root cancellation.

Subconvexity in inhomogeneous Vinogradov systems

When $k$ and $s$ are natural numbers and $\mathbf h\in \mathbb Z^k$, denote by $J_{s,k}(X;\mathbf h)$ the number of integral solutions of the system \[ \sum_{i=1}^s(x_i^j-y_i^j)=h_j\quad (1\le j\le k), \] with $1\le x_i,y_i\le X$. When $s<k(k+1)/2$ and $(h_1,\ldots ,h_{k-1})\ne {\mathbf 0}$, Brandes and Hughes have shown that $J_{s,k}(X;\mathbf h)=o(X^s)$. In this paper we improve on quantitative aspects of this result, and, subject to an extension of the main conjecture in Vinogradov's mean value theorem, we obtain an asymptotic formula for $J_{s,k}(X;\mathbf h)$ in the critical case $s=k(k+1)/2$. The latter requires minor arc estimates going beyond square-root cancellation.

Subconvexity in the inhomogeneous cubic Vinogradov system

When $\mathbf h\in \mathbb Z^3$, denote by $B(X;\mathbf h)$ the number of integral solutions to the system \[ \sum_{i=1}^6(x_i^j-y_i^j)=h_j\quad (1\le j\le 3), \] with $1\le x_i,y_i\le X$ $(1\le i\le 6)$. When $h_1\ne 0$ and appropriate local solubility conditions on $\mathbf h$ are met, we obtain an asymptotic formula for $B(X;\mathbf h)$, thereby establishing a subconvex local-global principle in the inhomogeneous cubic Vinogradov system. We obtain similar conclusions also when $h_1=0$, $h_2\ne 0$ and $X$ is sufficiently large in terms of $h_2$. Our arguments involve minor arc estimates going beyond square-root cancellation.

Optimal mean value estimates beyond Vinogradov's mean value theorem

We establish improved mean value estimates associated with the number of integer solutions of certain systems of diagonal equations, in some instances attaining the sharpest conjectured conclusions. This is the first occasion on which bounds of this quality have been attained for Diophantine systems not of Vinogradov type. As a consequence of this progress, whenever $u \ge 3v$ we obtain the Hasse principle for systems consisting of $v$ cubic and $u$ quadratic diagonal equations in $6v+4u+1$ variables, thus attaining the convexity barrier for this problem.

On Vinogradov's mean value theorem: strongly diagonal behaviour via efficient congruencing

We enhance the efficient congruencing method for estimating Vinogradov's integral for moments of order $2s$, with $1\le s\le k^2-1$. In this way, we prove the main conjecture for such even moments when $1\le s\le \tfrac{1}{4}(k+1)^2$, showing that the moments exhibit strongly diagonal behaviour in this range. There are improvements also for larger values of $s$, these finding application to the asymptotic formula in Waring's problem.

On Linnik's conjecture: sums of squares and microsquares

We show that almost all natural numbers n not divisible by 4, and not congruent to 7 modulo 8, are represented as the sum of three squares, one of which is the square of an integer no larger than (log n)^{1+e} (any e>0). This answers a conjecture of Linnik for almost all natural numbers, and sharpens a conclusion of Bourgain, Rudnick and Sarnak concerning nearest neighbour distances between normalised integral points on the sphere.

Privacy Amplification and Non-Malleable Extractors Via Character Sums

In studying how to communicate over a public channel with an active adversary, Dodis and Wichs introduced the notion of a non-malleable extractor. A non-malleable extractor dramatically strengthens the notion of a strong extractor. A strong extractor takes two inputs, a weakly-random x and a uniformly random seed y, and outputs a string which appears uniform, even given y. For a non-malleable extractor nmExt, the output nmExt(x,y) should appear uniform given y as well as nmExt(x,A(y)), where A is an arbitrary function with A(y) not equal to y. We show that an extractor introduced by Chor and Goldreich is non-malleable when the entropy rate is above half. It outputs a linear number of bits when the entropy rate is 1/2 + alpha, for any alpha>0. Previously, no nontrivial parameters were known for any non-malleable extractor. To achieve a polynomial running time when outputting many bits, we rely on a widely-believed conjecture about the distribution of prime numbers in arithmetic progressions. Our analysis involves a character sum estimate, which may be of independent interest. Using our non-malleable extractor, we obtain protocols for "privacy amplification": key agreement between two parties who share a weakly-random secret. Our protocols work in the presence of an active adversary with unlimited computational power, and have asymptotically optimal entropy loss. When the secret has entropy rate greater than 1/2, the protocol follows from a result of Dodis and Wichs, and takes two rounds. When the secret has entropy rate delta for any constant delta>0, our new protocol takes a constant (polynomial in 1/delta) number of rounds. Our protocols run in polynomial time under the above well-known conjecture about primes.

Diophantine inequalities and quasi-algebraically closed fields

Consider a form $g(x_1,...,x_s)$ of degree $d$, having coefficients in the completion $F_q((1/t))$ of the field of fractions $F_q(t)$ associated to the finite field $F_q$. We establish that whenever $s>d^2$, then the form $g$ takes arbitrarily small values for non-zero arguments $x\in F_q[t]^s$. We provide related results for problems involving distribution modulo $F_q[t]$, and analogous conclusions for quasi-algebraically closed fields in general.

Relations between exceptional sets for additive problems

We describe a method for bounding the set of exceptional integers not represented by a given additive form in terms of the exceptional set corresponding to a subform. Illustrating our ideas with examples stemming from Waring's problem for cubes, we show, in particular, that the number of positive integers not exceeding N, that fail to have a representation as the sum of six cubes of natural numbers, is O(N^{3/7}).
