Partitioned difference families: the storm has not yet passed

Two years ago, we alarmed the scientific community about the large number of bad papers in the literature on {\it zero difference balanced functions}, where direct proofs of seemingly new results are presented in an unnecessarily lengthy and convoluted way. Indeed, these results had been proved long before and very easily in terms of difference families. In spite of our report, papers of the same kind continue to proliferate. Regrettably, a further attempt to put the topic in order seems unavoidable. While some authors now follow our recommendation of using the terminology of {\it partitioned difference families}, their methods are still the same and their results are often trivial or even wrong. In this note, we show how a very recent paper of this type can be easily dealt with.

On Resolvable Golomb Rulers, Symmetric Configurations and Progressive Dinner Parties

We define a new type of Golomb ruler, which we term a resolvable Golomb ruler. These are Golomb rulers that satisfy an additional "resolvability" condition that allows them to generate resolvable symmetric configurations. The resulting configurations give rise to progressive dinner parties. In this paper, we investigate existence results for resolvable Golomb rulers and their application to the construction of resolvable symmetric configurations and progressive dinner parties. In particular, we determine the existence or nonexistence of all possible resolvable symmetric configurations and progressive dinner parties having block size at most 13, with nine possible exceptions. For arbitrary block size k, we prove that these designs exist if the number of points is divisible by k and at least k^3.

$3$-pyramidal Steiner Triple Systems

A design is said to be $f$-pyramidal when it has an automorphism group which fixes $f$ points and acts sharply transitively on all the others. The problem of establishing the set of values of $v$ for which there exists an $f$-pyramidal Steiner triple system of order $v$ has been deeply investigated in the case $f=1$ but it remains open for a special class of values of $v$. The same problem for the next possible $f$, which is $f=3$, is here completely solved: there exists a $3$-pyramidal Steiner triple system of order $v$ if and only if $v\equiv7,9,15$ (mod $24$) or $v\equiv 3, 19$ (mod 48).
